As far as I can tell...

The munia is eBird-countable in Santa Clara County as a naturalised exotic.

ABA shows them as countable in "CA coast region", which does not include
Santa Clara, but that has not been updated for some time.

The CBRC includes it on the state list as an exotic, but does not mention
specific regions or counties in their database.
